The Delhi High Court has directed the laying of a new sewer line through the AIIMS residential complex to address persistent waterlogging in Green Park Extension and nearby areas.
A division bench of Justice Prathiba M. Singh and Justice Manmeet Pritam Singh Arora passed the order while hearing a petition filed by Shailendra Bhatnagar, raising concerns over water accumulation during monsoons in the area.
While AIIMS had opposed the proposal, contending that the existing infrastructure was not deficient and blaming the issue on ineffective rainwater drainage, the Court found merit in the need for a new sewer line. AIIMS had also objected to the line running through its premises, citing that the proposed land belongs to the New Delhi Municipal Council (NDMC), which was initially not a party to the case.
Subsequently, the Court impleaded NDMC and directed a joint feasibility meeting among stakeholders. At the June 18 hearing, submissions were made by representatives of NDMC, Delhi Jal Board (DJB), AIIMS, and the petitioner.
DJB officials informed the Court that ongoing cleaning efforts had already improved drainage in the Green Park Extension area during recent rains. They clarified that the proposed sewer line would span about 200 meters, with only 130 meters passing through AIIMS land.
Acknowledging the public interest involved, the Court stated:
“In view of the above circumstances, the Court does not doubt the necessity of laying sewer line across the AIIMS premises to prevent water logging in the concerned areas.”
The Court directed the DJB and MCD to ensure regular de-silting and maintenance of both the sewer line and stormwater drains throughout the monsoon season.
Additionally, the Court ordered the Chief Engineer, DJB, to convene a meeting with officials from AIIMS, MCD, NDMC, PWD, and the Forest Department to obtain any necessary approvals, including for tree uprooting and replantation, if required.
A comprehensive implementation report must be prepared in close consultation with AIIMS’ Nodal Officer, Mr. Deepak Bhutale (Superintending Engineer), and should cover:
