Delhi HC Orders Unblocking of Cockroach Janta Party's X Account After Centre Withdraws Objection
The Delhi High Court on Tuesday directed that the X account of the Cockroach Janta Party (CJP) be restored after the Central government informed the Court that it no longer opposed the account being unblocked.
Justice Swarana Kanta Sharma passed the order after Solicitor General Tushar Mehta, appearing for the Union government, submitted that the government had no objection to restoring access to the account.
Mehta explained that the account had been blocked during the conduct of the National Eligibility-cum-Entrance Test (NEET) to prevent the circulation of posts that could potentially create panic among students and parents.
"It was blocked at a time when NEET examination was to take place. Lakhs of students were to appear. Several posts (on X) which would have created chaos among students and parents. Now the examination is over," the Solicitor General told the Court.
Justice Sharma observed that, in such circumstances, the account should be unblocked.
Responding to the Court's observation, Mehta said, "I have no difficulty. I just want everyone to be more circumspect."
The Court thereafter allowed the petition filed by CJP founder Abhijit Dipke challenging the blocking of the account.
Dipke had approached the High Court against the government's blocking order, which cited national security concerns. The petition was filed through advocate Nakul Gandhi of NG Law Chambers.
According to an earlier report by The Indian Express, the Ministry of Electronics and Information Technology (MeitY) had directed X to withhold the account under Section 69A of the Information Technology Act, 2000, following inputs from the Intelligence Bureau (IB) raising national security concerns.
At an earlier hearing on May 29, the High Court had declined to grant interim relief restoring the account, observing that such a direction could only be considered after hearing the Union government, given the wider implications of the issue. The Court had also indicated that it would examine whether X could be directed to produce the blocking order after the Centre filed its response.
During Tuesday's hearing, however, the Union government stated that it had no objection to the account being restored.
The Cockroach Janta Party is a satirical online collective that gained significant popularity on social media, particularly among younger users. The movement has amassed a large following on platforms including X and Instagram and uses political satire to comment on issues such as unemployment, institutional accountability and media freedom.
The collective traces its origins to observations made by Chief Justice of India Surya Kant during Supreme Court proceedings on May 15, when he expressed concern over unemployed young lawyers moving away from legal practice toward social media and RTI activism. Referring to such individuals, the CJI remarked that "youngsters like cockroaches" were becoming parasites in society. He later clarified that the remarks were directed at those entering professions using forged qualifications and fake degrees, and not unemployed youth in general.
Founded by Dipke, a resident of Boston, the CJP has also organised protests at Delhi's Jantar Mantar demanding the resignation of Union Education Minister Dharmendra Pradhan over alleged leaks of NEET and other examination papers.
