The Delhi High Court on Thursday agreed to hear on Friday a public interest litigation (PIL) seeking a National Investigation Agency (NIA) probe into the Cockroach Janta Party protest and its march towards Parliament held on July 20.

The matter was mentioned for urgent listing before a Bench comprising Chief Justice Devendra Kumar Upadhyaya and Justice Tejas Karia.

Appearing for the petitioner, advocate Barun Kumar Sinha urged the Court to take up the matter urgently, arguing that the protest had caused severe disruption across the national capital.

"This pertains to the so-called student agitation, which has made entire Delhi hostage. We want this listed tomorrow. The roads have been blocked, and citizens of Delhi are suffering," the counsel submitted.

Accepting the request, the Bench scheduled the matter for hearing on Friday, July 24.

The PIL has been filed by Satish Kumar Aggarwal, former Vice-President of the Akhil Bharat Hindu Mahasabha. The petition alleges that the protest was politically motivated and backed by foreign elements with the aim of destabilising the country. It also claims that the agitation received external funding.

The petitioner has sought directions for the NIA, or any other specialised investigating agency, to probe the incident, take over all FIRs registered by the Delhi Police in connection with the protest, and identify and prosecute those allegedly responsible for violence, vandalism and disruption of emergency services.

According to the plea, the July 20 demonstration was not a genuine student protest but part of a larger conspiracy.

The petition states that the agitation was allegedly orchestrated by anti-national and foreign elements using financial resources to create unrest in the country.

It further alleges that the protest led to large-scale disruption, including road blockades, damage to public and private property, attacks on journalists, injuries to police personnel, and attempts by protesters to march towards Parliament.

The plea also refers to reports regarding activist Sonam Wangchuk's alleged links with certain foreign organisations, arguing that the claims warrant investigation by the competent authorities.

Additionally, the petition contends that although the protest was projected as a demand for the resignation of the Union Education Minister, several participants and groups involved appeared to be pursuing an anti-India agenda.
