Haryana Becomes First State To Fully Digitise Advocate General’s Office

In a major move towards administrative reforms and digital governance, the Haryana Advocate General’s office was declared fully digitised on Thursday.

Advocate General Pravindra Singh Chauhan officially launched the Pro Case Management System (PCMS), marking the start of a fully digital legal administration system in the office.

According to an official statement, all case-related documents — including paper books, replies, written statements and previous court orders — are now securely available in PDF format. The office said this has greatly reduced the need for physical files while improving transparency, efficiency and easy access to records.

The statement also claimed that Haryana has become the first state in India where all legal work in the Advocate General’s office will be carried out completely through digital systems.

The main platform behind this transformation is the Pro Case Management System (PCMS), which is an upgraded version of the Litigation Management System (LMS). Through this system, processes such as vetting, legal opinions, case-related communication and litigation management between the Advocate General’s office and government departments are now being done digitally. Officials said this has made work faster and reduced delays.

Senior Deputy Advocate General Arun Tewatia, the nodal officer for the project, said the IT and IT Security Division has also introduced several new e-governance features.

These include:

  • e-Roster: Gives law officers quick access to paper books, replies and final court orders.
  • e-Judgement: Provides instant access to court judgments and orders.
  • e-Vetting: Makes legal review and scrutiny faster and easier.
  • e-Opinion: Helps departments receive legal advice more quickly.
  • e-Pairvi: Improves transparency and accuracy in case summaries and presentations.
  • e-Visitor Pass: Introduces a QR code-based visitor management system with multiple security layers.
  • e-Organisational Chart: Provides digital information about all law officers and staff members.
  • e-Dashboard: Shows real-time data on Haryana-related cases, including urgent matters, ordinary cases, COCP matters and court-wise details.
  • e-Directory: Acts as a digital contact database for nodal officers of all government departments.
