Delhi HC Orders Removal of Unauthorised Street Vendors Outside Anand Vihar ISBT

The Delhi High Court has directed the eviction of all unauthorised street vendors from the vicinity of the Anand Vihar Inter-State Bus Terminal (ISBT), citing severe congestion and violations of vending norms.

In its recent orders, a division Bench comprising Justices Prathiba M. Singh and Madhu Jain observed that large-scale unauthorised vending around the terminal was impeding public movement. The Court clarified that only 105 authorised vendors would be permitted to operate in the area, subject to strict compliance with regulatory conditions

“The MCD [Municipal Corporation of Delhi] shall, accordingly, take steps, along with the SHO or the DCP of the concerned area, to remove all the vendors. However, adequate time shall be given of at least five to six days for the vendors to remove their wares. Hence, the MCD is granted time till 30th January, 2026 to take appropriate steps to inform the vendors of the directions of this Court. Thereafter, from the weekend commencing on 31st January, the removal of the vends shall commence,” the Court ordered.

Further, the Bench directed that once the encroachments are cleared, the Municipal Corporation of Delhi (MCD) and the Public Works Department (PWD) should prepare a beautification plan for the area, including the earmarking of designated spaces for food and shops.

In the said matter, the Court was hearing a petition filed by the Mahila Hawker Welfare Association, which had sought protection for its members vending near the Anand Vihar bus stand.

After examining the matter, the High Court held that the existing manner of hawking in the area was “completely impermissible” and created serious obstructions to public movement. The Bench also underscored Anand Vihar’s role as a major transport hub catering to lakhs of commuters every day.

In view of these concerns, the Court ordered the removal of encroachments and directed that steps be taken to beautify the area.

Advocates Kamlesh Kumar Mishra, Swagata Gupta, Renu, Kavita and Mansi appeared for the petitioner. 

Advocates Avni Singh and Vaibhav Sharma appeared for the Delhi government.
