Cracking down on noise and visual pollution, the Jharkhand High Court has imposed a complete ban on pressure horns, multi-tone horns, flag rods, and unauthorized lights on vehicles across the state.
A Division Bench comprising Chief Justice Tarlok Singh Chauhan and Justice Sujit Narayan Prasad, while hearing a public interest litigation (PIL), directed the state government to strictly enforce traffic and pollution norms, emphasizing compliance with the Central Motor Vehicle Rules, Noise Pollution (Regulation and Control) Rules, and the Flag Code of India.
Complete ban on vehicles fitted with pressure horns and multi-tone horns.
Immediate removal of red and blue lights on non-emergency vehicles that create a misleading impression of being official or emergency vehicles.
Unlawful use of flag rods and flags, irrespective of political or religious affiliation, must be stopped.
Strict enforcement of the 10 pm to 6 am ban on loudspeakers without prior permission.
“The use of pressure and multi-tone horns will not be permitted within the state of Jharkhand,” the Court stated, adding that vehicles displaying unauthorized emergency lights must be identified and such fittings removed without delay.
The Court stressed that unauthorized display of flags and flag rods is a violation of the Flag Code and must be dealt with sternly by the authorities.
The Court has directed Director General of Police Anurag Gupta and the Member Secretary of the Jharkhand State Pollution Control Board to submit personal affidavits confirming compliance with these directions.
The matter is scheduled to be heard next on August 11, and the affidavits must be filed before that date.
