SC Collegium adopts early-transfer policy for incoming High Court Chief Justices

The Supreme Court Collegium has introduced a new policy under which High Court judges slated to become Chief Justices of other High Courts may be transferred ahead of time. As per the proposal, such judges could be moved to the concerned High Court around two months before the anticipated vacancy arises.

The objective of the policy is to allow the incoming Chief Justice sufficient time to understand the court’s functioning and administrative framework, ensuring a seamless transition upon the retirement of the incumbent Chief Justice and avoiding any disruption to judicial work.

“So that such recommendee, in the meantime, becomes well acquainted with the functioning of the concerned High Court and is in a position to smoothly assume charge as Chief Justice,” a note issued by the Supreme Court Collegium said.

The Supreme Court Collegium said the move is intended to enhance the efficiency and quality of justice delivery by ensuring continuity and a smoother leadership transition.

Acting in accordance with the newly adopted policy, the Collegium has recommended the transfer of Justice Lisa Gill from the High Court of Punjab and Haryana to the High Court of Andhra Pradesh.

Subject to approval by the Central government, Justice Gill will initially be appointed as a puisne judge of the Andhra Pradesh High Court and is expected to assume charge as its Chief Justice around two months later, on April 25.

The policy was finalised by the Supreme Court Collegium at its meeting held on February 26, 2026.
