Recently, the Supreme Court has been informed that the Grand Venice Project in Greater Noida is unfit for occupancy, with a court-appointed panel finding that the construction remains incomplete even after investors have waited for over 15 years to take possession of office spaces, shops, and a hotel.
The two-member committee noted in its report that basic facilities such as staircases, lifts, air conditioning, restrooms, and mandatory statutory clearances are missing, flagging large-scale negligence by the developer, Bhasin Infotech and Infrastructure Private Limited (BIIPL).
While a mall is currently operational on the ground floor at Plot No. SH3, Surajpur Site 4, Greater Noida, the rest of the project structures remain unfinished.
An estimated ₹1,000 crore of investors’ money is stuck in the project.
The Committe, headed by former Supreme Court judge Justice Deepak Gupta and Senior Advocate Rekha Palli as a member, noted that the developer had collected premium rates ranging from ₹6,500 to ₹10,000 per square foot from investors as early as 2010.
Nearly 75% of the allottees said they had paid about 90% of the total amount upfront. However, as the units were never delivered, several investors went on to file criminal cases against BIIPL and its promoter, Satinder Singh Bhasin.
The committee’s preliminary report was prepared by Anant Kumar, former Special Director General of the Central Public Works Department and former Engineer-in-Chief of the PWD, who assessed the site based on his technical expertise.
During his inspection, Kumar found major deviations from the approved plans, with significant construction work still pending. He also noted that the fire clearances obtained on July 25, 2025, were valid only up to a height of 57.15 metres, corresponding to the eighth floor, even though the project comprises 15 floors.
"The preliminary inspection clearly indicates that the project, in its present state, does not meet the requirements for completion, statutory compliances," he told the committee.
The committee also noted that there are no partition walls from the ninth to the 14th floors, making it impossible to clearly identify individual units.a
