Supreme Court Declines to Hear Plea Against Andhra Pradesh Mega DSC Recruitment Exam

NEW DELHI | 12 June 2025

The Supreme Court on Wednesday refused to entertain a petition challenging the ongoing Andhra Pradesh Mega District Selection Committee (DSC) Teacher Recruitment Examination, clearing the path for the scheduled recruitment process to continue without legal hindrance.

A Bench comprising Justice Prashant Kumar Mishra and Justice Manmohan declined to stay the process, observing that the selection exam had already begun and it would be inappropriate for the Court to intervene at this stage.

“We cannot interfere once the examination process is already underway,” the Bench stated, directing the petitioner to approach the Andhra Pradesh High Court, which reopens on June 16 after its summer recess.

Petition Raised Objections on Fairness

The plea, filed by a retired serviceman and aspirant, challenged the fairness and transparency of the recruitment procedure. Key objections included:
• Multiple exam shifts with different sets of question papers
• The use of a normalisation formula to equate difficulty levels across shifts
• Alleged violation of constitutional rights under Articles 14 and 16

However, the Court declined to examine the contentions, stating that the High Court would be the appropriate forum for such factual and procedural issues.

Government Defends the Process

Representing the State of Andhra Pradesh, Additional Solicitor General S.V. Raju opposed the plea and submitted that nearly 5.7 lakh candidates had registered for over 16,000 teaching posts. Halting the process now would cause serious disruption, he said, and any challenge should be addressed by the jurisdictional High Court.

Background

• The Mega DSC 2024–25 aims to fill 16,347 vacancies for various teaching positions in government schools across Andhra Pradesh.
• Exams are being conducted between June 6 and July 6, across several districts and sessions.
• The Andhra Pradesh High Court had earlier refused to grant interim relief to candidates seeking deferment, noting that hall tickets had already been issued.

With the Supreme Court refusing to step in, petitioners may now pursue remedies before the Andhra Pradesh High Court. The ongoing recruitment process is likely to proceed as per schedule, unless the High Court decides otherwise once it reopens.
