The Supreme Court has declined to interfere with the Telangana High Court’s Division Bench order that suspended a Single Judge’s direction for re-evaluation or re-conduct of the Group-I mains examination held by the Telangana Public Service Commission (TSPSC).
A Bench comprising Justices Surya Kant and Joymalya Bagchi noted that the main matter was already listed for final hearing before the High Court, and thus refused to entertain the petitions at this stage. However, it made two important clarifications:
(i) All appointments made in the interim will remain subject to the outcome of the pending proceedings, and no equitable right will accrue to the appointees.
(ii) Both parties shall extend full cooperation for an expeditious disposal of the appeals by the High Court.
The Court also urged the High Court to prioritize and conclude the matter at the earliest possible date.
The controversy stems from the Final Marks List (dated 10.03.2025) and General Ranking List (dated 30.03.2025) for the Group-I exam conducted under the TSPSC Advertisement dated 19.02.2024.
Earlier, the Single Judge had set aside both lists citing mass irregularities, bias, and lack of transparency, and directed the Commission to either re-evaluate the answer scripts or hold a fresh mains examination.
However, in appeals filed by successful candidates and the TSPSC, the Division Bench observed that the grievances—such as dual hall tickets, additional correction centres, and infrastructure issues—did not amount to violations of law or procedure.
While the petitioners before the Single Bench had alleged arbitrary changes in notifications, flawed evaluation, and bias against Telugu-medium candidates due to a single answer key, the State defended the process, asserting that language experts were engaged and all procedures were conducted with fairness and transparency.
Concluding that the Single Judge’s findings were based on presumptions rather than evidence, the Division Bench suspended the order—an action now left undisturbed by the Supreme Court.
