The Allahabad High Court has been informed that the Uttar Pradesh Government plans to issue uniform guidelines to prevent police personnel from interfering in pending legal matters without court approval.
Justice J.J. Munir passed the order while hearing a Public Interest Litigation (PIL) filed by 90-year-old Gauri Shankar Saroj, who alleged that local police in Jaunpur tried to intimidate him into withdrawing his case related to Gaon Sabha land. He also claimed that police later raided his counsel’s residence.
In response to earlier court directions, the Superintendent of Police, Jaunpur, submitted a personal affidavit stating that action had been taken against the officers involved. The SHO of Mungra Badshahpur Police Station was suspended on July 9, 2025, and Sub-Inspector Indra Dev Singh on July 11, 2025. Other police personnel were issued show-cause notices.
Additionally, a district-level directive was issued on July 12, 2025, barring police from visiting litigated properties or contacting advocates in sub judice matters without court permission.
Representing the State, Additional Advocate General Manish Goyal assured the Court that similar measures would be implemented across Uttar Pradesh. He requested ten days to draft and notify the proposed guidelines, which the Court granted.
The matter will next be heard on July 28, 2025. The Court has directed that a copy of its order be sent to the Superintendent of Police, Jaunpur, through the Chief Judicial Magistrate within 24 hours.
