The Supreme Court on Monday reiterated that it has not examined or approved any modifications to Form 6, which is used to register new voters, during the hearing of petitions challenging the Special Intensive Revision (SIR) of electoral rolls.
A bench comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V Mohana made the observation after the petitioner's counsel submitted that the Election Commission of India (ECI) had claimed that the Supreme Court had approved the revised Form 6.
Responding to the submission, Justice Bagchi clarified, “There is no adjudication on the new Form 6.”
The Court reiterated its observation from an earlier hearing that no application concerning the new Form 6 had been filed when it considered the SIR exercise in Bihar.
“It was neither approved nor disapproved. We haven't examined it,” the Court said.
On October 5, while hearing a separate petition, the Supreme Court had clarified that it had not approved any modifications to Form 6 being used by the ECI during the SIR of electoral rolls in various states.
The clarification came after the ECI, in a press release issued on September 26, suggested that the Supreme Court had upheld the Form 6 declaration in its May 2026 judgment concerning the Bihar SIR exercise.
However, the ECI has maintained that Form 6 itself has not been amended. According to the poll body, it has only introduced an additional declaration for new voters as part of the SIR exercise.
