Senior Advocate Pawan Kumar Mutneja has been appointed as the new Advocate General of Haryana with immediate effect.
The appointment was made by the Governor of Haryana under Article 165(1) of the Constitution of India, following a notification issued by the State Administration of Justice Department.
The post of Advocate General fell vacant this week after Senior Advocate Pravindra Singh Chauhan, who had been serving as Haryana's top law officer since December 2024, was elevated as an Additional Judge of the Punjab and Haryana High Court. Chauhan took oath of office on Thursday.
The State government's notification stated:
“In exercise of the powers conferred by Article 165(1) of the Constitution of India, the Governor of Haryana is pleased to appoint Sh. Pawan Kumar Mutneja, Senior Advocate, Punjab & Haryana High Court, Chandigarh, as Advocate General for the State of Haryana with immediate effect.”
Pawan Kumar Mutneja has been practising law since 1985. He obtained his law degree from University Law College, Rajasthan University and is an alumnus of Lawrence School, Sanawar.
He previously served as Additional Advocate General of Haryana from 1996 to 1999.
The Punjab and Haryana High Court designated him as a Senior Advocate in 2021.
Mutneja has handled matters across several areas of law, including Constitutional Law, Labour and Industrial Law, Civil Law, Criminal Law, Company Law, Land Acquisition, Arbitration, Consumer Protection and Service Law.
According to his professional profile, he has appeared for more than 700 managements in matters concerning labour and industrial law.
His appointment brings an experienced senior counsel back into the State's top law officer's position at a time when the Haryana government faces litigation across a wide range of constitutional, administrative, civil and service-law matters.
